台湾与国际气候谈判

台湾是一个岛,三万六千平方公里,事实上是不大的。两千三百万人口基本上都居住在沿海地区。每年,除了台风之外,还有很多地震。在全球气候变迁的过程中,十几、二十年来的自然灾害让我们可以很明显地感受到,这些灾害的程度和密度都在加强。所以,我们作为一个岛屿国家,面对气候变迁,事实上是很脆弱的。我们在过去有一些惨痛的教训,包括1999年的9-21大地震,包括2009年的八八水灾,都造成了很大伤害。我们希望把这些经历过的惨痛教训和学到的经验与全世界分享。

Taiwan is an island of 36,000 square kilometers, which is in fact not very big. Twenty-three million people basically live along the coast. Every year, in addition to typhoons, there are many earthquakes. In the process of global climate change, the natural disasters over the past decade or two have made it obvious to us that the extent and density of these disasters have intensified. So, we, as an island nation, are in fact vulnerable in the face of climate change. We have had some bitter lessons in the past, including the 9-21 earthquake in 1999, including the 1988 floods in 2009, which caused a lot of damage. We hope to share these painful lessons experienced and lessons learned with the world.

我们现在没有办法正式地、以政府的名义参加(峰会),这主要是受限于我们不是联合国成员国。这一状况一直困扰着我们的国际参与,所以,我们很希望能透过其它的方式,让全世界其他的国家也知道我们做出了相当的贡献。

We are not in a position to participate formally, as a government, mainly because we are not a member of the United Nations. This situation has always plagued our international participation, so we would love to be able to let the rest of the world know in some other way that we have made a considerable contribution.

以前,从1995年到现在,我们都是通过工研院(工业技术研究院),以NGO的方式来参与,但是,对我们来讲,这样的参与还是间接的。我们希望以政府的名义,至少给我们政府观察员的名义,来参与气候变迁大会,参与全世界就气候变迁议题的探讨。

In the past, from 1995 to now, we have participated in the way of NGO through ITRI (Industrial Technology Research Institute), but, for us, such participation is still indirect. We hope to participate in the Climate Change Conference in the name of the government, or at least in the name of a government observer, and to participate in the discussion of climate change issues around the world.

事实上台湾朝野对气候变迁问题都非常关注。自1995年之后,政府透过工研院(工业技术研究院)以间接的方式参与,民间也有很多团体,尤其是那些关切气候变迁或者环境保护的民间团体,都去参加历届的COP周边会议。这一次也一样,还是会有民间团体到巴黎来参加周边会议。

As a matter of fact, both the public and private sectors in Taiwan are very concerned about climate change. Since 1995, the government has been involved indirectly through the Industrial Technology Research Institute (ITRI), and many civil society organizations, especially those concerned with climate change or environmental protection, have participated in the previous COP neighborhood meetings. This time, too, there will still be private organizations coming to Paris to participate in the peripheral meetings.

在政府方面,6月15日,我国立法院通过了有史以来第一部《温室气体管理暨减量法》,我们简称《温管法》,以法律的形式做出承诺。之后,由于各国要提出国家自主贡献目标(INDC),我们的环保署在9月17日特别又提出一项更有雄心的计划:立法目标本来是要从现在开始到2050年,将我们的温室气体排放(相对于2005年)减少一半,但环保署9月17日提出的INDC希望从现在开始到2030年能够把台湾温室气体排放量相对于2005年的水平至少减少20%。这是非常具体的目标和承诺。到目前为止,就我所知,全世界提出INDC的国家很多,但是把承诺透过立法形式去实现的国家不多,台湾是其中之一。
